These are hardcoded values in the client and server, all the recipe json files will be loaded in a specific order (alphabetical, like sounds) and internal ids will be assigned in that order. There are also inbuilt recipes like fireworks, banners, etc., these are the first recipes to have their id assigned. Due the fact that the recipes are loaded in a specific order will the ids very likely change when recipes get added.
